This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a PERMANENT position at USAG Fort Huachuca working in the Directorate of Resource Management (DRM).
Duties
Responsible for all pay and benefit support functions for the Directorate of Resource Management (DRM).
Responsible for coordination and delivery of the Customer Service Program for the Directorate of Resource Management and acts as the principal troubleshooter for assigner areas of responsibility.
Serves as program administrator for payroll, allowances, and entitlements (including overseas locations).
Provides technical guidance and direct service support to employees and manager on benefits and entitlements.
Conducts special studies and works on projects which address pay problems/issues encountered across management functional lines for the elimination or reduction of similar problems in the future.
Receives and analyzes problems relating to automated pay applications.
Manages and monitors personnel-related functions pertaining to time and attendance and overtime in ATTAPS and DCPS
Must have working knowledge in the use of Automated Time Attendance and Production System (ATAAPS) and Defense Civilian Payroll System (DCPS).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- FM Level 2 certification is required within 2 years of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Working with employees and DFAS to resolve pay issues, 2) Creating and presenting training sessions to staff on how to accurately enter time and attendance, 3) Developing administrative policies, and 4) Analyzing pay reports to identify problems and trends.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget Analysis, Accounting, Business, Economics, or Financial Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
