This position is part of the National Archives and Records Administration. The incumbent will develop a skill set, as an advanced level trainee, needed to serve as a Quality Assurance Specialist with responsibility for performing a range of contract surveillance duties in support of a wide variety of functions executed under Consolidated Facilities Management (CFM) contract (operations, maintenance and minor construction).
Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a QUALITY ASSURANCE SPECIALIST, you will:
Perform a limited range of contract surveillance duties in support of the Consolidated Facilities Management contract (operations, maintenance and minor construction) efforts, including pre-bid quality assurance (QA) tasks, quality assurance inspections and performance of certain contract administration functions.
Assist higher level Quality Assurance Specialists with pre-bid contract specifications for compatibility with the administration of quality assurance procedures.
Recommend variations in standard methods and procedures to meet unusual problem situations; assures adequacy of material or equipment specifications; assure adequacy of the specification based on knowledge of customer requirements and functions to be performed.
Perform assigned on-site in-progress inspections of preventive maintenance routines and maintenance service contract work to observe work and methods employed to assure compliance with drawings, specifications and to ensure that safety practices are carried out.
Assist the Contracting Officer's Representative (COR) on matters related to Government Furnished Equipment (GFE) and Material (GFM).
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.
Specialized experience for this position includes: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.
Examples include:
- Performing sampling and analysis of materials; OR
- Evaluating the quality of products produced throughout the process; OR
- Performing process audits; OR
- Reviewing production activities and capabilities in light of contract quality requirements; OR
- Analysis trends and/or solutions to develop recommendations for a more efficient approach; OR
- Performing first article inspections in a manufacturing environment.

EDUCATION: You may substitute education for general or specialized experience as follows: 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university, if related: Major study - quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

You may have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-07, you must have been at the GS-05level for 52 weeks.
