This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Quality Assurance Specialist, you will provide quality assurance expertise to any facility, site or office within the Workforce Management Office whose mission or responsibilities are highly dependent on accurate human capital and security systems data management, analysis, and processing efficiency in accordance and in conformance with policies, directives, and procedures.

As a Quality Assurance Specialist, you will (GS-13):
Requirements
- Must be a U.S. Citizen or National.

- May be required to successfully complete a probationary period.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- Obtain and maintain a “Q” security clearance. Failure to obtain and maintain the required security clearance may result in the withdrawal of a job offer or removal.
- This position has been designated as High Risk and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- Occasional travel may be required.
- This position is not included in a Bargaining Unit.
- May be required to successfully complete a probationary period.
- This position serves as the EERE Alternate Headquarters Security Officer and requires completion of DOE HSO training within (6) months of appointment in accordance with the Headquarters Facilities Master Security Plan.
Qualifications
BASIC REQUIREMENT: You must meet the Basic Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11. Specialized experience for this position is defined as meeting all of the following:
Apply process related practices, methods, and techniques to evaluate data and compliance within the aspect of quality control.
Consult supervisors/mission operations management on data management, analysis, and process/procedure efficiency to isolate root cause of quality issues.
Assist with the planning and performance of quality audits, and review audit findings to identify and track corrective action implementation.
SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12. Specialized experience for this position is defined as meeting all of the following:
Conduct comprehensive quality control review of systems data reports, data management processes, audit findings, or similar formal written products to ensure data integrity and compliance with established procedures.
Analyze data and information received from various sources that require the use of discretion and confidentiality.
Perform data integrity analysis across multiple systems to identify gaps, exceptions in the processes, data entry and system errors for the organization.
Develop and perform analysis/audit findings and corrective action recommendation briefings to Office of Energy Efficiency and Renewable Energy (EERE) senior leadership.

Education
This vacancy has a positive education requirement. In order to be rated as qualified, you must provide copies of your college transcripts. Failure to provide copies of your college transcripts may result in a rating of "Ineligible".
Degree: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Example includes: Reviewing production activities and capabilities in light of contract quality requirements.
Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.
Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
