About the Position: Responsible for Consumer Affairs/Financial Assistance Program and provides guidance on program policy and objectives.

Duties
As a Personal Financial Readiness Specialist, you will perform the following:
Handle and resolve complex client problems in the area of consumer affairs, money management and emergency services.
Collect program information and prepare reports.
Consult and brief Commanders, installation leadership and the community on financial and consumer issues.
Develop Personal Financial Readiness course curricula and conduct training.
Negotiate with businesses and financial institutions.
Develop long-range plans for financial stability and assist individuals in achieving goals.
Requirements
- This is an obligated position under 10 U.S.C 1586.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty travel (20% or less) away from the normal duty station may be required.
- Incumbent must obtain and maintain a nationally recognized and Army approved financial counselor certification in accordance with DoDI 1342.22, 3.d (6)(b) within one year of appointment to position.
Qualifications

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes analyzing personal financial issues (i.e. bad checks, delinquent loans, debt to income ratios) and counseling soldiers and/or individuals on money management in the area of personal budget, credit and individual debt. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Economics, or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
