You will serve as a Supervisory Management & Program Analyst in the Total Force Division, Organization & Manpower Management (OMM) Branch of CNSSC MECHANICSBURG NWCF MHA.
Duties
You will provide program management and policy oversight.
You will analyze large amounts of technical data to look for anomalies, trends and the appropriate use of budget codes across commands.
You will be responsible for billet management that arises from budget issues, functional transfers, and other emergent requirements.
You will oversee Headquarters' business office activities related to all of the Branch's key functional areas.
You will provide periodic updated and status to leadership as requested.
You will identify potential compliance weakness areas and recommend potential review areas.
You will oversee development of test plans and detailed user acceptance testing for defect fixes and enhancements.
You will plan and assign work to subordinates, based on the capabilities of employees.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector utilizing a comprehensive knowledge of manpower management policies, principles, planning, documenting, and budgeting in order to analyze data, advise on status of manpower management actions and make informed recommendations concerning organizational structure, Shore Manpower Requirements Determination (SMRD), Total Force Manpower Management Systems (TFMMS), Total Workforce Management System (TWMS) and Navy ERP user access and workforce management sustainment support, while promoting data integrity, total force visibility, and audit readiness. Examples of specialized experience include: 1) Develops and implements polices for total force manpower initiatives; 2) Provides technical insight over the collection of manpower data ensuring standardization of enterprise business rules; 3) Incorporates quality checks to promote data integrity across all manpower systems; 4) Analyzes large amounts of technical data to identify anomalies, trends, consistent application of validation rules, and the appropriate use of budget codes across commands; 5) Oversees inputting civilian personnel actions into NAVSUP Human Resources Office (HRO) Action Tracker; and 6) Plans and assigns work to be accomplished by subordinates based on capabilities of employees.
