This Administrative Officer position is located at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois. The primary purpose of the position is to support the Office of Community Care, in their various services aimed at the improvement of health care delivery throughout all levels of the organization.

Duties

Major duties and responsibilities include: Serves as the principal advisor to the FHCC Managed Care Leadership, and the office of Community Care on all administrative management matters associated with specialty programs and administrative operations. Interprets administrative policies, developing and implementing local policies, defining administrative requirements, and providing advice to top management on related issues. Analyze and evaluate the efficiency and effectiveness of the multiple program operations of Ambulatory Care, assessing the effectiveness of services provided to the patients served. Functions as the funds control point (FCP) official as the final approving authority of funds obligations as designee for the ACOS. Interprets VA Directive for "Buying Healthcare Services. Collaborate with Human Resources Management, Manage Care Leadership, and the National Contracting Authority to ensure proper protocol and law for purchasing (contracting) healthcare services and instituting sharing agreements. Develops plans of action and advises top management and the ACOS on administrative requirements for a large, complex organization. Assists in special analytical studies designed to resolve critical programmatic, organizational, or functional problems throughout the medical center, and in the resolution of interdepartmental problems, complaints, and grievances. Develops operational strategies designed to achieve maximum reimbursement by identifying resource-related problems and outlining specific measures to be conducted among clinical and administrative services. Conducts workload and cost analyses to determine the need and cost effectiveness of establishing new service contracts. Advises leadership and support staff on and recommends courses of action pertaining to administrative issues. Apply important communication, motivational, and leadership skills with respect to advising, instructing, and consulting with problem elements. Interacts and negotiates on adjustments or reprogramming in support of major program changes or requirements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of experience and education as described. Equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-07 Specialized Experience: General Experience: You must have one year of general experience that demonstrates the ability to do the work of the position. Examples of specialized experience would typically include, but are not limited to: Compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning agency personnel processes and procedures; experience using office automation programs such as work processing spreadsheet, graphics, and desk top publishing; and coordinating with management to control purchasing and use of supplies. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of experience and education as described. Equivalent combination of successfully completed graduate level education and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
