This position is located in the Office of the Clinical Director for Primary care, located the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois. The primary role is to provide specialized support to Primary Care, assisting the Associate Chief of Staff for Ambulatory Care with the administrative responsibilities and day-to-day management overseeing the Primary Care Program, CBOCs, Employee Health Clinic, and the Special Medical Exams Unit.
Duties
Major Duties:
Provides administrative assistance toward meeting federal regulations and accreditation standards (e.g., Joint Commission, Primary Care Medical Home Port, and Agency for Healthcare Research and Quality).
Provide administrative support to in development, revision, implementation, and evaluation of service and Medical Center policy and procedures.
Collaborates with the Office of Performance Improvement to determine mandatory monitoring and reporting requirements.
Provides all reporting, evaluation, and requirements for the service line associated with the accreditation of the organization.
Assists in the strategic planning process and provides expert assistance in goal development, program planning, achievement, and evaluation.
Provides formulative planning direction, manages and coordinates all administrative aspects, and develops and implements policies and procedures.
Completes all inventory request by Logistics, completes Statement of Work (SOW), reviews Independent Government Cost Estimates (IGCE), and creates Acquisition Plans.
Sole Contracting Officer's Technical Representative (COTR) for Primary Care. Manages procurement and contracting for the department.
Work Schedule: Monday through Friday 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the full range of administrative and human resources laws, policies, regulations and precedents; knowledge and skill in applying analytical and evaluative methods and techniques to resolve issues or problems; experience in positions that required substantive administrative support functions such as budget, finance, space planning, property management, supply and general administration management, personnel, procurement, and contracting; experience in positions that required knowledge of qualitative and quantitative analytical techniques to analyze both administrative and operational problems, and present written and oral recommendations; working knowledge of advanced management principles, organizational theory, analytical and statistical methods, planning methodologies, budgeting and resource management; and skill in customer service and interpersonal relations with an ability to relate to internal and external customers in a courteous, tactful, and respectful manner.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this GS 11, Administration Officer position if such education demonstrates the knowledge, skills and abilities necessary to do the work of the position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of of education at the Ph.D. level and specialized experience directly related to the work of the Administration Officer position as described above may be used to meet the experience requirement for this GS-11 position. Physical Requirements: Work is typically performed in an adequately lighted and climate-controlled office. Physical demands range from sedentary to long periods of walking or standing to observe and study work operations.
