The position is organizationally aligned to the Sterile Processing Service (SPS) within the Office of the Nurse Executives. located at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, IL - a complexity level 1c VHA facility.
Duties
The primary purpose of this position is to provide administrative direction and guidance to SPS managers, supervisors, and departmental staff as it relates to resource utilization, space management, budgetary functions, human resource functions, purchase card holder, serve as Contracting Officer Representative (COR) for all SPS contracts, equipment ordering/management and inventory, track and monitor action items, and serve as back up to timekeeper.
Major duties include but are not limited to:
Program Management (35%)
Responsible for tracking and following up on all national, VISN, and internal action items and trackers. Keep abreast of periodic action items and monitor deadlines for submissions. This will require to work with other departments and clinics such as surgery, specialty clinics, logistics, BIOMED, engineering, and others. The work of these tasks will be done independently with very limited guidance and directions. Directly participates as a member of, and supports, the SPS management team responsible for the development and direction of Sterile Processing Service operations. Performs a variety of administrative work such as performing administrative studies/projects, advising and providing assistance to managers and staff regarding administrative matters, and coordinating activities for other departmental administrative staff. Maintains and develops an administrative training program for appropriate staff; promotes and ensures all staff members participate in formal patient safety initiatives.
Conducts studies to determine immediate and long-range manpower requirements and assessments for positions with fairly specialized skills, technical, professional, managerial, administrative or skilled crafts. Considers mission, management objectives and organizational goals in order to define current and projected staffing needs in terms of FTEE and appropriate, cost effective occupational mix, considering any potential placement issues.
Develops and executes strategic business plans, and program management and process evaluation tools. Incumbent interprets and advises management of new or revised administrative policies, regulations, and procedures that affect the mission of the organization. Establishes internal procedures to secure adequate controls in terms of deadlines, progress reports, and directives and initiates procedures which will increase the general flow of information and overcome bottlenecks in the administrative process.

Performance Management (30%)
Develops and performs comparison studies on a wide variety of systems and programs to analyze, identify and make recommendations regarding the performance and effectiveness of existing programs and processes. Evaluates workload distribution and performs cost-benefit analysis. Reviews directives from higher authorities and advises SPS on any potential impact on administration or operations.
Employs System Redesign and/or Lean management principles, ensuring compliance with applicable accrediting body, VA, FHCC and departmental published standards. Participates in and/or leads activities and programs beneficial to the medical center, including committees, task forces, investigations, performance improvement teams, and system redesign projects. Strives to move the organization toward 'Best Practice' models through measurement, evaluation, and process improvement activities. A
Equipment Management (20%)
Primary POC to order equipment's needed for SPS and at times Surgery. This will require the individual to be level 2 COR certification for equipment's that require to purchase by contracting method. Oversees the Equipment Inventory for SPS which includes, tracking and replacing equipment at end of life, doing inventory checks bi-annually, submitting report of survey for missing equipment's. Will be the purchase card holder for SPS to buy consumables/equipment's. The individual will be considered expert and superuser for Defense Medical Logistical System (DMLSS).
Personnel Management (15%)
Frequently acts on behalf of the Department Head, liaising with Human Resources concerning most personnel-related matters; calls to the attention of managers/supervisor's issues that require departmental or Human Resources intervention or correction.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the range of administrative and human resources laws, policies, regulations, and precedents applicable to the administration of Environmental Management Service, Knowledge of organizational structure, human resource staffing and utilization, position management, work methods, and related requirements to analyze and advise regarding managerial approaches and problems, skill in the use of computer software equivalent to Microsoft Word, Excel, Power Point, Access, Outlook and VISIO, skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity, knowledge of budget and fiscal management considerations in order to make budget projections and make recommendations regarding financial requirement considerations. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level.
