This position provides specialized support to the Clinical Directorate of Surgical Services at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. The Captain James A. Lovell Federal Health· Care Center is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois which provide medical and dental services to U.S. Military Veterans, Recruits, Active Duty and eligible beneficiaries.

Duties

The primary role of this position is to provide analysis, and resolution of a wide variety of complex management problems encompassing administrative and professional aspects for planning, execution and administration of health care services for the service line. As a part of the Directorate's management team, the incumbent has administrative decision making authority, responsibility and accountability on issues affecting the clinical services. The incumbent collaborates with operations and program managers to ensure integrated goals and priorities for the clinical service are met. The incumbent is knowledgeable of overall DHA, VHA, BUMED/DOD, VISN, NMRTC and Medical Center goals, missions and priorities to assure a positive impact on all programs and resources. May be designated as a Approving Official or Alt Approval Official. The incumbent shares with the Directorate leadership the responsibility for the successful performance of the following functional areas, specifically with regard to customer satisfaction, quality of services provided and efficiency of service delivery: Patient Safety: Over 36,000 patient encounters per year (FY 2022) Operating Room Budget/Financial Performance: $7,280,000 Annual FCP budget. (FY2021) Clinical Budget/Financial Performance: $1,300,000 Annual FCP budget. (FY2022)Annual Contracts and Lease Executed: $1,750,000 (FY2022) Total Inventory Oversight: $7,200,000 Resources: FTEE in the service 56; Supervisory responsibility for 10 FTEE Operational Planning & Execution Access/Patient Flow: Over 9 Clinic Stop Codes per year {FY 2022) Quality & Performance (NSO, VASQIP, Stop Light Report, SAIL) Duties and responsibilities of position include, but not limited to the following: Personnel Administration & Business Management Work (50%) Responsible for providing the Director of Surgical Services, with full information and specific recommendations concerning all administrative aspects required in sound and proper management concepts and determinations. Assists the Director of Surgical Services with the development of new policies, systems planning, monitoring and evaluation of systems, and development and implementation of the quality improvement plan. Provides administrative and technical support in the areas of fiscal planning, marketing, organizational development, customer satisfaction, resource management, safety planning and implementing all professional and administrative activities. Ensures the business plan contains specific; short term, and long term metrics and milestones that enable progress to be tracked measured. Provides advice to management and program personnel on budgetary and finance issues. As top advisor to management, provides budget management for major, unstable programs. Perform in depth analysis of stable work processes or service delivery practices to identify reasonable and efficient quality measurements tailored to the activity. Investigate and analyze adverse quality trends or conditions and· initiates corrective action Budgeting, Financial and Resource Management Work (25%) Assists in the formulation and execution of the budgetary plans for the service which requires an accurate perception of immediate and long-range needs of the product line. Manages procurement and contracting for the department. Administrative Management/Performance Management (25%) Serves as administrative resource to other health professionals within the Directorate of Surgical Services. Assists with Joint Commission mandated activities, including identifying important aspects of care, developing indicators which reflect current knowledge and clinical experience, establishing thresholds for evaluation, participating in the review process, evaluating and analyzing data, identifying opportunities to improve care, and initiating actions when problems arise. Provides administrative support to ensure customer satisfaction through education of staff and through researching and reviewing controlled correspondence for the Clinical Director such as patient complaints or congressional inquiries. Provides all reporting, evaluation, and requirements for the Clinical Directorate of Surgery associated with the accreditation of the organization. Coordinates special studies (including reports of survey) and review the technical and professional aspects of existing activities, which present problems of special concern. Assists in the strategic planning process and provide expert assistance in goal development, program planning, achievement, and evaluation. Responsible for assuring that adequate documentation of meetings is maintained. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: as financial management and budget; working with management analysis principles and concepts; analyzing and measuring the effectiveness, efficiency, and productivity of administrative programs and developing recommendations for improvement based on identifying problem and potential problem areas. Preferred Experience: Prefer candidates with CORS I and CORS II authorized contracting agent training Prefer candidates with Supervisor experience, or >5 years of Administrative Officer/Executive Assistant or equivalent experience. Mandatory minimal attainment of Bachelor Degree education Preference for Master's in Business Administration or Master's Health Care Administration Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Typically, the employee may sit comfortably to do the work.
