This position is located at Departmental Offices, Office of Foreign Assets Control. As a Supervisory Government Information Specialist (FOIA Chief), you will be responsible for supervising a team of both Federal and Contract Freedom of Information Act/Privacy Act (FOIA/PA) analysts to meet the OFAC disclosure goals with respect to the FOIA, 5 U.S.C § 552 and PA, 5 U.S.C § 552a.
Duties
As a Supervisory Government Information Specialist (FOIA Chief), you will:
Serve as a FOIA Section Chief (FOIA/PA) for IDRMD and supervise the day-to-day operational activities of the FOIA analysts assigned to your section.
Initiate, plan, monitor, track, coordinate, and supervise the FOIA activities of the analysts assigned to your section. Ensure that all cases are processed in accordance with applicable laws, regulations, guidance and policy.
Provide top level leadership for development of policy and oversight for compliance with the Freedom of Information Act (FOIA), 5 U.S.C. § 52 and the Privacy Act (PA), 5 U.S.C. § 552a, the Treasury Implementing Instruction, 31 C.F.R Subtitle A, Part 1, Executive Orders 13392, Treasury disclosure directives, Department of Justice FOIA/PA guidance and applicable laws, regulations and guidance for a section of top tier FOIA Analysts.
Advise the ADIDRM on all matters that pertain to public disclosure of information and records, including highly classified, national security sensitive, business sensitive and investigative records and information.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experiencefor this position includes:
Providing technical and administrative advice regarding a Federal Freedom of Information Act (FOIA) litigation program; AND
Providing advice in the development and oversight of policies, practices and procedures relating to the FOIA litigation program; AND
Interacting and communicating with Federal Agencies, AUSAs, agency Counsel, and plaintiffs on matters relating to FOIA litigation processing; AND
Independently processing initial Federal FOIA requests; AND
Experience Processing FOIA litigation cases; AND
Leading or supervising a FOIA litigation team.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
