You will serve as a AIRCRAFT CARRIER REFULEING/OVERHAUL MANAGER in the Aircraft Carrier Conversion/Overhaul/Repair Project Office (152) of SUPSHIP. You will ensure government contractual responsibilities and those of subordinate supervisors assigned to a specific Atlantic Fleet Aircraft Carrier Refueling Complex Overhaul are carried out.
Duties
You will be responsible for directing subordinate supervisors and team leaders in contract review, strategy and execution.
You will anticipate and assist in preventing costly delays and direct subordinate teams to resolve problems affecting cost scheduling and performance of contracts.
You will ensure subordinate supervisors maintain timely reporting of potential and actual slippage in contract schedules and maintains records on status of authorized project work.
You will lead cross-organizational CVN new construction project management teams and contractors in planning/preparation activities, funding and resource forecasting.
You will represent SUPSHIPNN’s official position concerning sensitive topics while maintaining congenial relations necessary for the proper conduct of business and achievement of CVN objectives.
You will ensure adequate and management of funding for billions of dollars in Aircraft Carrier design, development and new construction.
You will communicate directly with the Department Head for routine and administrative matters, ensuring information as to the status of the assigned project.
You will ensure subordinate supervisory review of work specifications, prior to issue, ensuring technical adequacy and compliance with project restrictions regarding cost and delivery and recommend changes.
You will direct the preparation of technical correspondence and reports, ensuring subordinate supervisors are having reports assembled and disseminated on status of all work assigned.
You will establish procedures for overall coordination of ship’s trials and INSURV; verify ships are ready for sea trials and arrange for required services, schedules, agendas, test forms and trial riders.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing business operations and contract administration to ensure adherence to contract requirements and regulations for shipbuilding, project management, ship conversion, ship repair and modernization technology programs.
