You will serve as a SUPERVISORY BUSINESS & INDUSTRY SPECIALIST (SHIPBUILDING) in the Waterfront Operations Department (150), Ballistic Missile Submarine Design (155) of SUPSHIP.

Duties

You will serve as the coordinator and focal point for all Project construction and waterfront engineering initiatives (including certification, test coordination, issues, etc.) within the cognizance of the Branch. You will be responsible to identify material issues, inform respective SSNN Project Offices and NAVSEA Program Managers of problems, and propose solutions. You will conduct reviews of contract requirements, contract guidance plans, contract plans, specification and all other related documents while identifying potential problem areas. You will review proposed engineering changes for assigned projects to ensure compatibility with overall project objectives and to determine feasibility within limiting project constraints. You will be responsible for inter-agency coordination of the test program for the class of ships covered by the Branch. You will be responsible for program financial management within the Branch and leads all cost analysis efforts. You will maintain authoritative communication with the shipbuilder's cost engineering personnel, NAVSEA and SUPSHIP Contract Department and accounting staff personnel to ensure cost review and analysis are accomplished for assigned projects. You will develop and manage the annual branch budget for pay, training, overtime and travel costs as well as any other items for which budgetary input is required.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing contractor performance or contract execution for compliance with construction and material management contract terms and conditions for ship or submarine procurement services.
