You will serve as a PURCHASE CARD PROGRAM COORDINATOR in the CONTRACTS DEPARTMENT of SUPSHIP.

Duties

You will ensure that only personnel who require purchase cards for mission requirements are issued purchase cards. You will interact with the Contract Department's management as well as other departments and offices. You will advise program participants of issues and provide purchase card program guidance to program participants. You will resolve program or user issues to interface with the government purchase card contractor. You will participate in meetings, conferences, workshops and seminars relative to the program. You will advise management on the potential benefits of automation to improve the purchase card program. You will assure that both the strategic goals of the programs and the mission responsibilities of the command are satisfied. You will survey to reduce the command's exposure to the risk of fraud, waste and abuse by program participants. You will communicate effectively in order to act as the Agency Program Coordinator for purchase card program issues.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal or equivalent experience in the private or public sector monitoring programs to identify discrepancies and ensure compliance is met for a purchase card program. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
