You will serve as a SUPERVISORY GENERAL BUSINESS & INDUSTRIAL SPECIALIST in the WATERFRONT OPERATIONS SUPPORT DIVISION of SUPSHIP. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties

You will coordinate, manage, and administer the government responsibilities for Nuclear support, Earned Value Management System (EVMS) Analysis, and Management Analysis. You will manage the Nuclear Support Branch responsible for radiological training and radiation health. You will be responsible for government property containing special nuclear material (SNM) or radiological sources such as neutron test sources and air particulate detectors. You will provide oversight for actions taken by the branch for SNM security which includes planning, training and deployment of Marine Corps Security Forces. You will manage the Earned Value Management System (EVMS) Analysis Branch responsible for providing government analysis of contractor cost and schedule data. You will provide oversight to the branch and assist with difficult to resolve issues such as over-target schedule integration, cost incentive evaluations, EVMS contract working and participate in quarterly program reviews. You will support Command-wide efforts associated with workload forecasting, Project Assessments, rapid improvement events, survey development/evaluation, high velocity learning and NAVSEA Inspector General audits. You will assist with establishing due dates, reviewing products and developing Standard Operating Procedures.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sector managing project resource requirements to ensure adherence to contract requirements and nuclear material regulations for process improvements within an organization.
