You will serve as a TRAINING SPECIALIST in the Service Shop (Code 990), Production Resources Department Manager (Code 901), Production Resources Department (Code 900) of NORFOLK NAVAL SHIPYARD.
Duties
You will shop audits shop trade theory/core tasks records and qualification records, for conformance with established guidelines.
You will establish metrics to identify material costs expended by each FY for Overhead Expenditures/Labor Expenditures on a monthly basis.
You will maintain monthly Code/Shop CTD Strategic POAM courses, materials, manpower on a ten year cycle.
You will prepare Proficiency Course Material, handouts, and mock up support set up.
You will maintain a database and a comprehensive electronic file of mechanic training folders.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting in the administration of a Continuing Training and Development (CTD) Program.
Experience using various training methods in devising an employee development and training program.
Experience assisting in the performance of audits on shop trade theory/core tasks and qualification records.
Experience in assisting in the establishment of metrics for identification of material costs, overhead expenditures, and labor expenditure.
Experience using instructions such as RADCON and NAVSEA for instructional guidance for both nuclear and non-nuclear ship repair projects.
Experience interpreting data for planning work, modifying methods and techniques used in assignment scheduling, replacement of equipment, supplies, and training equipment.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience
