You will serve as a Management Specialist at the GG-11/ Band 3 level and perform tasks to develop, analyze, evaluate, advise on or enhance the effectiveness of organizational structures and procedures. This position is located at NIOC/CNO ACTIVITY.
Duties
Review Intelligence Community Directive (ICD) 705 with respect to documentation required to maintain a SCIF accreditation.
Ensure SCIF construction and documentation are required in planning modifications to a SCIF.
Develop and sustain policy, processes, and procedures to ensure an aggressive Random Antiterrorism Measures program.
Develop project plans that ensure applicable federal financial rules and regulations are adhered to, personnel and equipment safety requirements are maintained, and a proper oversight through project completion.
Possess skills necessary to work independently, as part of a team, a team coordinator, and as a team leader.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-Year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Conduct daily inspections of the material condition of the facility, generate discrepancy notices for any discovered issues, and advise the chain of command on those discrepancies and their status;
Conduct command materiel inventories and consolidate monthly inventory reports;
Improve and maintain policy, processes, and procedures to ensure a successful Emergency Action Plan;
Serve as Government Purchase Card holder to purchase Command supplies and materials and complete all required paperwork for purchase card purchases.
OR
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
