You will serve as a PROGRAM ANALYST in the Architecture & Governance Branch of NAVAL EDUCATION AND TRAINING COMMAND.
Duties
You will serves as the systems and program analyst responsible for the integration of Information Technology (IT)/Information Management (IM) capabilities, acquisition planning, and contract monitoring, for assigned systems and programs.
You will work in a team environment with Program Managers (PMs) and system delivery teams to ensure project plans incorporate the correct requirements, project timelines are tracked and measured, budgets match timelines and objectives.
You will develop the planning, installation, configuration, testing, implementation, and management of systems and environments supporting the organizations IT program needs.
You will plan the management and acquisition strategy for assigned projects/programs within cost, schedule, and performance baselines in coordination with resource and technical leads.
You will serve as a Contracting Officer's Technical Representative for IT related matters monitoring and evaluating contractor policies, practices, techniques, controls, and procedures for analysis.
You will prepare concise and accurate IT program documentation for submission within the guidelines, mandates, and budget requisition standards and respond to data calls for hardware, software and other information technology requirements.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing technical and administrative Information Technology (IT) management functions to include system design, implementation, configuration, deactivation, maintenance and modification; 2) Applying project management principles, methods and practices to ensure the timely and on budget integration of IT programs and services; 3) Determining IT resource lifecycles and information resource acquisition requirements in accordance with Federal and DoD policies and regulations; and 4) Preparing technical written reports, briefings, or executive summaries for senior management officials on complex/controversial issues.
