You will serve as a SUPERVISORY PROGRAM ANALYST in NAVY CREDENTIALING PROGRAMS of NETPDC.

Duties

You will be responsible for monitoring and evaluating the effectiveness and efficiency of assigned DoD, Federal, and Navy credentialing programs. You will assign work, set priorities, provide counsel on administrative and technical matters, interview and approve selection of candidates to fill positions, develop performance standards and identify training needs of employees. You will provide strategic and long-range direction in the development of plans and polices for the Navy’s Credentialing Programs and participating in national and regional meetings, workshops, seminars and conferences. You will serve as strategic planning coordinator for certification, licensure, and apprenticeship vision, execution, and resolution of issues. You will develop proposed regulations to implement credentialing legislation for credentialing programs and evaluate the quality and cost effectiveness of such credentialing programs. You will serve as the Navy COOL, USMAP, and MilGears (suite of applications) Functional Manager and act as the primary subject matter expert for associated system information.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising individuals and leadership on federal credentialing programs that provide individuals opportunities to earn credentials, expand proficiency in a job-related area and pursue professional goals; 2) Developing strategic and long-range direction in the development of plans and policies for federal credentialing programs; 3) Conducting analysis and reviews to update and maintain educational websites; and 4) Coordinating across government agencies, universities, and vendors to ascertain requirements for specific credentials.
