This position serves as a Healthcare Program Specialist for complex health system programs as part of the Activation Program at the Robley Rex VA Health Care System in Louisville, KY. The Activation Program includes the development, planning, coordination, and activation of major construction and lease projects.

Duties

Duties include but are not limited to: The Healthcare Program Specialist position is responsible for the planning, organizing, directing, evaluating, and management processes for the Medical Center's Activation Program This position develops and provides the Medical Center executive leadership and the clinical staff information on the methods, techniques, and procedures necessary to integrate these programs into the mission of the Medical Center Serves as a Contracting Officer Representative (COR) or alternate COR for program contracts that support Medical Center clinical and administrative programs Prepares independent Government cost Estimates (IGCEs) and conducts market research. Pay invoices provide contractor assessments and feedback, document contractor assessment, track due dates for contractor administration milestone events Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of the Medical Center Researches and provides technical recommendations pertaining to a wide range of national codes and standards including but not limited to the National Fire Protection Association (NFPA), OSHA, T JC, EPA, Centers for Disease Control and Prevention (CDC) and National Institute for Occupational Safety and Health (NIOSH) Develops status reports or response materials for higher level attention, review, or signature Ensures that leased facilities meet TJC Environment of Care Standards and other contract provisions Provides for the budgeting and financial management for assigned leases. This includes budget formulation, justification, and execution; financial management; and financial reporting Work Schedule: Monday - Friday 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is knowledge of the unique characteristics of the specific health care delivery various administrative areas such as program management and administration, budgeting/financial management work, research and analysis work, lease management; ability to provide expert analysis and advice on complex program issues, ability to develop Medical Center policies, procedures, and resource allocations for assigned programs, develops status reports or response materials for higher level attention, review, or signature. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of a master's degree (excess of 36 semester hours) is creditable to meet this requirement. Preferred Experience: Expert knowledge of healthcare and program management analytical and evaluative methods, plus a thorough knowledge of healthcare industry and regulatory agency, (i.e., TJC, OSHA, NFPA, etc.) standards, regulations, requirements, guides, policies, procedures, directives and general medical program requirements; and skills to advise stakeholders and apply these complex requirements to programs. You will be rated on the following Competencies for this position: Analysis and Problem SolvingCommunicationsComputer SkillsProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
