About the Position: This position serves as a Financial Management Specialist for the Joint Activities located at Fort Liberty, North Carolina.
This position may be filled as a temporary assignment for a current Army Employee.
Duties
Serves as special programs resource analyst responsible for assigned budget programs.
Interfaces with Special Review Office auditors and the Staff Judge Advocate to resolve finance issues where policy is unclear and or no applicable standard exists.
Performs budget program planning, analysis, execution, policy advisory, and internal review functions for assigned programs throughout the command and subordinate units.
Interprets budget directives and fiscal regulations and makes recommendations as to plans, policies, and programs.
Interprets budget policy, coordinates and plans budget services, management of resources, and forecast of budgetary trends and activities.
Research applicable laws, regulations, Comptroller General decisions and other pertinent information sources.
Requirements
- Must be able to obtain and maintain a Top-Secret security clearance based on a single scope background investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
- May require temporary duty (TDY) travel at various CONUS and OCONUS locations, possibly for extended periods of time. TDY/travel requirement is 25%.
- This position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment.
- This is an obligated position.

Specialized Experience: One year of specialized experience which includes monitoring the execution of an organization's budget to ensure alignment with approved objectives; and conducting reviews of financial transactions to ensure compliance with statutes, regulation, and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
