The primary purpose of this position is: to perform work in a number of ground safety program elements such as inspections/surveys, evaluations, mishap investigations, and safety training.
Duties
Performs recurring assignments to control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance that may cause injury to persons or damage to property.
Conducts formal investigations of reportable and non-reportable mishaps of a recurring nature involving personal injury accidents, property damage, or occupational illnesses within the assigned functional area.
Reviews and revises standard local safety instructions and guides that are relevant to current or planned operations and employees.
Provides technical safety training and instruction on specific safety procedures to supervisors, employees, and/or unit safety representatives on such areas as industrial safety, environmental compliance, traffic safety techniques, proper storage of hazardous materials, common hazards, and building evacuation procedures.
Performs a variety of roles in various functional capacities as assigned to include but not limited to: the group's Environmental Coordinator per AFI 2l-101, Vehicle Control Officer, and alternate Facility Manager.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the occupational requirements IOR for the GS Safety & Occupational Health Management Series 0018.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in or related to safety and occupational health that provided the specific knowledge of established safety and occupational health principles, methods, and techniques sufficient to independently perform recurring assignments of a conventional nature to control or eliminate hazardous conditions and mechanical risks which may cause injury to persons or damage to property; Knowledge and skill sufficient to advise and formally instruct supervisor and employees on traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures; Knowledge of the requirements, methods, and techniques of accident/mishap investigation of normal safety and occupational health risk areas, to include factfinding, analysis, risk assessment, resolution of safety problems, and preparing and submitting formal reports. EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. NOTE: You must submit a copy of college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: : A combination of graduate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of general management functions, practices, and procedures sufficient to understand organizational objectives, safety and occupational health principles, regulations, standards, and work processes of assigned organizational segment; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of routine safety problems, and reporting procedures; and risk assessment methods and techniques for evaluating low safety and occupational health risk areas.
Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions.
Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards.
Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions.
Ability to interpret engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities/ renovations.
Ability to plan, organize work, and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
