About the Position: This position is located at the Naval Hospital Pensacola. The purpose of the position is to provide command-wide safety and occupational health program management and expertise for organization. This is a Direct Hire Solicitation

Duties

Plans and develops or supervises development of safety and occupational health directives, interpretation of standards, promotion of safety education, fire prevention and protection, compressed gasses and hazardous material control. Develops work plans, organizes, and schedules work for subordinates designed to meet program goals, objectives, and broad priorities established by higher management. Analyzes work requirements and determines staffing, equipment, and other resources necessary to accomplish assignments, making adjustments among subordinate staff and units. Plans, organizes, and administers a scheduled series of comprehensive OSH surveys of over 40 structure, 28 activities and 3 commands per MOU. Reviews and analyzes records and reports of work production, expenditures, and utilization of staff and equipment in order to evaluate progress and control or reduce costs. Reports progress in achieving goals and objectives, as well as the resolution of problem to higher levels of management. Recommends disciplinary actions of key employees to higher management. Develops and implements a safety and environment of care training plan that includes the requirements of each of EOC programs and emergency procedures to be implemented protect staff, visitors and patients.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
  • This position may include shift work (evenings, weekends, holidays). This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
  • TDY/Travel may be required for this position up to 10%.
  • A pre-placement medical examination is required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes documented experience in: 1) developing and recommending safety and/or occupational health policies and procedures; 2) conducting surveys and/or inspections of facilities for compliance; 3) reviewing and/or drafting reports regarding safety and/or inspections of facilities.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
