Duties
Serves as Contracting Officer’s Representative (COR) on IT business systems contracts.
Incumbent serves as a Program Manager (PM) responsible for leading software lifecycle phases for both Business Category (BCAT) and Business Capability Acquisition Cycle (BCAC) programs.
Develops and coordinates plans and activities across agencies to effectively develop, operate and oversee acquisition programs and serves as subject-matter expert to multiple agencies.
Interprets and adheres to agency policy, procedures and practices to execute Information Technology (IT) systems programs/projects to satisfy requirements for stakeholders.
Researches and develops new and current preliminary Information Technology (IT) systems plans to initiate projects, secure acquisition resources, timescales, monitoring and controls.
Performs gap analysis and identifies strategies and solutions for filling gaps between requirements and proposed solutions, as well as assess the impact on the overall solutions.
Uses project management approaches such as Agile software development methodologies to manage and prioritize backlogs, sprint planning, daily stand-ups, and retrospectives.
Provides customer service by collaborating with product owners to prioritize and refine backlogs.
Supports projects where teams are involved with design, deployment, and management of cloud-based solutions, commercial off the shelf software (COTS) such as SAP, and tracking tools such as JIRA and ServiceNow.

Qualifications
To qualify for an IT Program Manager (SYSANALYSIS), your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Applies system analysis principles and techniques to improve software quality, accurately represent customer
Manages development projects utilizing program goals and objectives ensuring correct timing and sequence of program milestones, evaluate work to ensure program accomplishments, and assess the program/project requirements.
Analyzes enterprise IT architecture and new IT technologies to review the impact of new systems design polices and processes and implement new and current IT life cycle phases.
Communicates project goals, requirements, and progress to leadership personnel.
