About the Position: This Program Manager (Deputy Project Lead Acquisition) position is assigned to the Program Executive Officer, Intelligence Electronic Warfare & Sensors, Project Manager Positioning, Navigation & Timing, located at Aberdeen Proving Ground, Maryland.
Duties
Identify training needs, find ways to improve production and promote team building, recommend awards, and develop contributions objectives.
Review programming documents received from higher headquarters to determine effect on assigned programs.
Manage all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million-dollar annual budget.
Oversee planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
Serve as advisor to officials with broader and higher responsibilities on status of project, progress made, projected future plans, and problems.
Maintain continuous liaison and monitor collaborative planning with pertinent military users, army staff and other agencies to render advice and counsel on assigned management activities.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Advanced in the Acquisition Career Field Program Management within 48 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD form 2888 (Critical Acquisition Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
