The primary purpose of this position is to serve as a senior Foreign Military Sales (FMS) logistics management specialist directing, developing, implementing, or functioning as part of a logistics management operation providing logistics, product support, and contracting officer representative services in support of FMS items or systems.

Duties

1. Responsible for Foreign Military Sales (FMS) cases involving one or more countries. 2.Serves as COMSEC Line Manager for USAF FMS cases, identifies materiel, services, shipping requirements, and projected costs for designated systems, projects and programs 3. Manages program compliance with the Security Assistance Program (SAP) 4. Presents briefings at conferences or in task groups on the development of new support concepts, plans and operations, and for matters related to assigned country's systems and programs

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • The incumbent may be required to work overtime or an irregular work schedule

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Logistics Management. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: applying theories and principles of logistics management planning an execution. Identifying and resolving major issues that affect program goals and work operations; Applying analytical techniques and evaluation criteria used in measuring the effectiveness and efficiency of programs to improve plans, and in developing and modifying work methods. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal and agency logistics and inventory management concepts, practices, procedures, policies, regulations and laws; to include Supply Chain Management principles, concepts, policies, and regulations; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support. 2. Knowledge of theories and principles of Foreign Military Sales development and execution, and the Security Assistance Program and policy. 3. Knowledge of security practices to ensure the safeguarding of classified information. 4. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use, to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program. 5. Ability to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan. 6. Ability to communicate effectively, both orally and in writing; and maintain good working relationships. Ability to work effectively with a diverse group with a common objective. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
