You will serve as a MANAGEMENT & PROGRAM ANALYST in the WATERFRONT OPERATIONS DEPARTMENT, C300 of SOUTHWEST REGIONAL MAINTENANCE CENTER. Salary Range: GS-11: $82,633-$107,421 GS-12: $99,044-$128,752

Duties

You will be responsible for coordinating various department initiatives and programs as well as serve as the point of contact for related data calls. You will ensure understanding of Waterfront Operations and ship maintenance processes, particularly when systems or processes cross organization function lines. You will plan and conduct complicated, comprehensive analytical studies for Waterfront Operations department to improve organization structure and provide strategic forecasting. You will analyze and discuss policy, workforce development, IT requirements, and operations with management, technical, and operating personnel. You will conduct assessments of training needs and formulate training solutions and agreements. You will establish criteria to measure and/or predict the attainment of program and organizational goals.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating Waterfront program requirements and using analysis techniques (e.g., qualitative or quantitative studies, assessments, structural reviews, studies, and/or developing resource plans) to develop recommendations for management that identify and resolve resource and workforce issues for waterfront operations. For the GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: gathering and analyzing Waterfront program data to develop reports or studies identifying workforce, training, or resource trends and make recommendations to improve strategic workforce development operations. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience.
