You will serve as a MAINTENANCE AND MATERIAL READINESS OFFICER in the COMNAVSURFLANT of COMNAVSURFLANT.

Duties

You will serve as the Deputy Assistant Chief of Staff (DACOS) for Material Readiness. You will serve as the principal assistant and advisor to the Commander, Naval Surface Force Atlantic (CNSL). You will share the scope of functional responsibility necessary for directing the activities of the Directorate collaboratively with the Assistant Chief of Staff (ACOS). You will represent the ACOS in organization-wide decision making and/or in advanced level negotiations with higher level officials. You will represent the ACOS regarding subject matter/technical expert for surface ship maintenance policy, planning, execution, programming, budgeting, engineering and ship assessment matters. You will serve as a primary staff assistant for the ACOS resolving problems and obtaining agreement on Flag level issues to improve material readiness and maintenance execution. You will represent and provide input for the CNSL during the USFFC and Commander Pacific Fleet (CPF) joint PPBE process. You will provide input and recommendations for USFFC component programming submissions. You will oversee directorate analyst efforts in tracking and monitoring programs of interest with OPNAV resource sponsors and provide updates to applicable parties. You will serve as the CNL representative for involvement in the decision-making process for the Maintenance Program Objective memorandum (POM) cycles. You will assist in the development of program policies and provide expert advice on the interpretation and implementation of Maintenance and PPBE policies issued by a higher authority. You will partner with the N43 ACOS in planning, organizing, recommending and overseeing the activities of the N43 Directorate. You will assist in formulating program goals, plans, policies, procedures, and work plans dealing with the development and operation of Commander, Naval Surface Force Pacific (CNSP) and CNSL command wide requirements. You will represent the CNSL to high-ranking officials both within and outside the commands and Department of the Navy (DON) headquarters (HQ). You will assist with developing, coordinating, and articulating a community consensus for the Atlantic surface force on common goals and vision and to assess maintenance capabilities and requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

To qualify for the MAINTENANCE AND MATERIAL READINESS OFFICER, G -0301-14, your resume must demonstrate at least one full year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing representation and requirements input for CNSL during the USFFC and Commander Pacific Fleet (CPF) joint PPBE process. Experience formulating program goals, plans, policies, procedures, and work plans dealing with the development and operation of Commander, Naval Surface Force Pacific (CNSP) and CNSL command-wide requirements; to include planning, programming, engineering and ship assessment functions, and activities. Experience maintaining visibility and long-term continuity of material readiness improvement actions Experience coordinating efforts between the CNSL and CNSP staffs. Experience Assisting the N43ACOS in the development of guidance and policy for distribution to the Surface Force, and specific responses to routine correspondence and reports. Experience developing, tracking, and implementing long-term requirements, generation projects and issue papers in the PPBE POM process which support maintenance execution and material readiness. Experience with the laws, policies, regulations and precedents applicable to the administration of Surface Force Maintenance and Warfighting Requirements and Capabilities. Experience with all aspects of the Federal Budget Process and the Department of Defense Planning, Programming, Budgeting and Execution System (PPBES) regulations, guidelines and processes. Experience with the sequencing and timing of key program events, milestones and methods of evaluating the work of program accomplishments.
