About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence & Security Command, 780th Military Intelligence Brigade responsible for carrying out and coordinating administrative matters and activities within the Headquarters.

Duties

Analyzes and evaluates administrative functions and recommends new or revised policies, required and motivational training, and required assignments for Administrative Support personnel. Interprets procedures and policies in which administrative staff seek guidance. Makes travel arrangements, prepares itineraries, and coordinates administrative details on command visits. Prepares travel reimbursement vouchers in the Defense Travel System (DTS) and necessary correspondence upon completion of trips. Reviews all incoming correspondence for the Command Group, coordinates required activities, and prepares consolidated reports or responses. Prepares tasking memorandums for action as a result of investigations and ensures the taskings are forwarded to the appropriate staff for action.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel may be required 10% or less.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Under crisis operations, may be subject to short notice expanded hours, possible recall situations, and irregular work hours, including weekends/holidays.
  • This position is considered Non-Combat Essential (NCE) in support of the Army’s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Employees assigned to NCE positions must sign DD Form 2365, stating they understand the conditions described above and requirement to maintain medical, security, performance, conduct, and overall fitness.
  • Failure to perform the duties of this position in an emergency may result in appropriate action - defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized experience is defined as experience providing administrative support and assistance by managing electronic calendars; scheduling conferences, meetings, and official visits; preparing official correspondence; coordinating business travel and itineraries; and managing office operations. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-09). OR Successful completion of a Ph.D. or equivalent doctoral degree; OR three (3) full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources or Business Administration. NOTE: You must attach a copy of your transcripts for verification. OR Specialized experience as described above, but less than one year; AND at least two years of graduate education as described above, but less than the required three years. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
