Duties
Researches, analyzes and assists in resolving daily system problems related to the supported operational system (contract, vendor, travel, or other payment systems).
Researches, analyzes and assists in resolving daily system problems related to the supported interface systems, databases, and processing cycle issues.
Conducts research to obtain data to be utilized as supporting documentation for problem identification to the processing center or programming activity to facilitate resolution.
Monitors changes and work-around procedures for daily and monthly processing schedules and notifies operating elements and external customers of changes, delays, and cycle cancellations.
Provides technical guidance and support for various electronic commerce initiatives, any other programs or future technologies that may be developed.
Coordinates the development and maintenance of standard personal computer database applications and provides technical guidance for the identification of system requirements and the revision of existing applications.
Recommends system improvements and develops straight-forward data management applications when necessary.
For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have one year of related financial experience OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

Specialized experience at the GS-07 level is defined as: Providing routine data analysis and automated financial systems support in support of an organization's finance mission.
Specialized experience at the GS-09 level is defined as: Performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems processing and operations.
Specialized experience at the GS-11 level is defined as: Performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date. Education
SUBSTITUTION OF EDUCATION FOR GS-07 SPECIALIZED EXPERIENCE: One full year of graduate level education or a Bachelor's Degree with Superior Academic Achievement (Grade point average of a 2.95 or higher on a 4.0 scale or class standing in the upper third of the graduating class or major subdivision) or membership in a national scholastic honor society may be substituted to meet the specialized experience requirement.
SUBSTITUTION OF EDUCATION FOR GS-9 SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B., or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
SUBSTITUTION OF EDUCATION FOR GS-11 SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
