This position is located in the Department of Housing and Urban Development, Office of the Chief Administrative Officer.
Duties
As a Supervisory Budget Analyst, you will:
Assure the formulation and execution of budget activities; account for salaries and expenses and coordinate the submission of OASA's budget estimates which are submitted to the Office of the Chief Financial Officer (OCFO) and then to the Office of Management and Budget (OMB) and to Congress.
Prepare Congressional Budget Justifications (CBJ) for OASA and be responsible for responding to questions concerning OASA activities raised by OMB or the Congress during Passback or at other times.
Review, analyze and interpret legislation, appropriation language, OMB Budget directives and Congressional guidelines to be utilized by OASA for the formulation and execution of the budget related to the work of the organization.
Execute the program budgets; approve fund expenditures; prepare operating plans and cost statements; conduct recurring reviews to monitor and reconcile the assignment of program commitments, obligations and the expenditure of funds; and assure that accounts are in compliance with agency reporting requirements; negotiate the resolution of budget and financial issues.
Serve as OASA Funds Control Officer with the overall responsibility to assure that in no instance is OASA in violation of the Anti-Deficiency Act. Be responsible for the preparation and update of the office's Funds Control Plan. Serve as the primary point of contact for OASA with the office of the OCFO for all financial and budget matters.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Supervising a team in the development of policies, systems, and procedures for budgeting and managing funds; AND
Providing guidance and oversight of a full range of budgetary functions and duties associated with all phases of the budget process (e.g. formulation, presentation, and execution); AND
Interpreting and applying policies and precedents to assure compliance with all governing laws and regulations; AND
Providing direction and solutions to managers/official on budget and operating estimates.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
