This position is located at US Mint,West Point- MANUFACTURING DEPARTMENT. As a Management and Program Analyst, this position is primarily involved in the administrative analytical and evaluative work related to program operations, management and organizational efficiency and productivity. The incumbent serves as a staff analyst and advisor to management for planning, analyzing and or evaluating the effectiveness and efficiency of line/operating programs at the West Point Mint.
Duties
As a Management and Program Analyst, you will:
Serve as a staff analyst with primary responsibility for providing line managers with objectively based information for making decisions on the administrative and programmatic aspects of the West Point Mint operations.
Review, analyze, and evaluate (on a quantitative or qualitative basis) the effectiveness of operational and production processes, tasks and procedures within Mint.
Conduct studies of employee/organizational efficiency and productivity, accumulate and monitor operational performance data and analyze effect on man-hours/costs.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9grade level in the Federal service. Specialized experience for this position includes:
-Working with automated office systems such as word processing, databases, and spreadsheet software to manage or prepare data and reports; AND
-Developing methodologies to generate analysis and create reports utilized by management to monitor program performance; AND
-Assessing effectiveness of programs and recommending ways to improve efficiency and productivity of operations.

You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree.
OR
3 full years of progressively higher-level graduate education leading to such a degree.

LL.M., if related
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11 you must have been at the GS-9level for 52 weeks.
