The primary purpose of this position is to serve as a first level supervisor, performing duties as a senior information technology (IT) specialist providing a wide range of IT services tailored to support critical mission requirements and providing advanced knowledge and skill in the use of IT systems and is considered an advanced IT user.
Duties
Performs supervisory personnel management responsibilities.
Provide AFIT-level C&I/Cyber systems and infrastructure integration.
Provide Communications and Information (C&I) AFIT infrastructure planning.
Provide C&I/Cyber infrastructure/systems resource management support.
Manage unique and selective AFIT infrastructure upgrade/sustainment projects, conduct special analyses/data calls, and integrate/report operational performance metrics.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirement for Information Technology (IT) Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include experience applying knowledge of a broad range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications to include hardware and network infrastructure; policy and planning formulation process along with its missions, goals, and objectives to prepare IT policies and plans; skill in applying, business process engineering concepts and methods sufficient to lead/conduct studies designed to identify potential improvements in the way IT is applied to key business functions and ensuring compliance with all guidelines; developing and interpreting IT policies and plans to assess impact of changed policy and emerging technology throughout the base enclave to ensure cybersecurity compliance and ability to stay well informed on rapidly changing technology, to evaluate its possible impact on organization missions, and to develop plans to satisfy requirements in support of national defense. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
l. Expert knowledge of C&I/Cyber systems and devices to include audio, digital and video systems, electronic telephone switching systems, telecommunications and, inside/outside plant wire/fiber optic systems and Voice Over Internet Protocol (VOIP) design and implementation.
2. Expert knowledge of advanced concepts, principles, and practices of Communications and Information (C&I) systems to analyze systems incorporating various types of communications equipment.
3. Expert knowledge and skill to apply state-of-the-art developments to civilian and military C&I/Cyber systems as they apply to current or planned equipment and methods impacting communications infrastructures.
4. Expert knowledge and skill to direct communications teams on technical and installation matters, to include providing cost analysis, material lists, and installation plans.
5. Extensive knowledge of Air Force base-level communications unit business practices and policies/procedures.
6. Extensive knowledge and skill to review and develop comments on contracts and published communications project packages.
7. Knowledge of project management principles, processes, and regulatory guidelines and mandates. Knowledge and skill to implement computer, communications, and cable requirements, and determine project components, to include site survey, support requirements, materials, acquisition, and installation.
8. Expert knowledge of the latest C&I/Cyber capabilities, and the initiative and independence to serve as a project leader, and the writing and speaking skills to prepare acquisition documents, write technical specifications, and present proposals and findings when recommending solutions to C&I/Cyber system problems. Must also have the ability to interpret engineering and architectural designs for C&I/Cyber facilities and infrastructures.
9. Ability to analyze complexities of existing C&I/Cyber technologies and infrastructures/systems, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis data and options, through written documentation and oral briefings, to render informed judgments.
10. Ability to communicate effectively, both orally and in writing.
11. Mastery of C&I/Cyber planning, user organization operations, and contracting procedures.
