About the Position: As Chief of the Real Estate Branch, incumbent is responsible for technical and administrative sufficiency of all real estate programs within Honolulu District. Formulates and installs policies and procedures which will result in orderly prosecution of all real estate programs.

Duties

You will serve as the Chief of Real Estate Branch, responsible for technical and administrative sufficiency of all real estate programs within the U.S. Army Corps of Engineers, Honolulu District. You will plan/direct the acquisition of fee simple title, easements, leases, licenses, permits, and other interests or rights in land and/or improvements, or space, by direct purchase, lease, license, condemnation, exchange, donation, or transfer. Provides real estate services for Army and Air Force activities in Guam, American Samoa, and Commonwealth of N. Marianas. You will direct/oversee necessary surveying and mapping for acquisition and disposal actions, including the preparation of segment and tract maps; the searching of property records and preparation of tract ownership data and legal descriptions You will oversee the preparation of staff appraisal reports for all land, improvements and/or spaces which are to be acquired or disposed of, in whole or in part, for civil works, military projects, and IIS within Honolulu District

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to have or obtain Real Estate Contracting Officer delegation warrant within 24 months of entrance on duty.
  • This position requires the incumbent to file an OGE-450, Filing Confidential Statements of Affiliations and Financial Interest, and to attend a mandatory ethics training annually.
  • This position requires the incumbent to obtain and maintain a Secret Security clearance.
  • This position requires travel to other duty locations approximately 15% of the time.

Specialized Experience: One year of specialized experience which includes experience in directing site investigations, technical studies, negotiations for acquisition, and operating needs in a realty program; leading projects that include leasing, planning, funding and feasibility of real estate projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyReal EstateTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????13).
