This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Information Technology (IT) Group, Business Operations Directorate, Corporate Support Division. Serves as a Division Chief, Corporate Support in the Business Operations Directorate within the Defense Commissary Agency Information Technology Group (DECAIT).

Duties

Develops recommendations for guidance on planning and evaluation of high-visibility and complex aspects of IT program(s) pertinent to productivity improvement. Briefs CIO and IT Senior Leadership Team and Agency-level Senior Staff on IT project status and significant IT project developments that affect program areas. Keeps appropriate parties apprised of project standings, changes in requirements, changes in resources and impacts on meeting established project timelines, tasks, milestones, deadlines and schedules. Coordinates efforts of personnel to ensure accuracy of inputs to cost estimates, program planning, budget, data/information requests, etc. Collects and analyzes data and information to assess cost, schedule and performance sensitivities to specific goals and to identify programmatic risk areas or deficiencies which may impact the attainment of program goals. Considers proposed changes in mission, operating procedures and delegations of authority; analyzes and evaluates such in relation to current projects/studies. Decides upon IT resources that will provide best means to analyze and utilizes such to determine trends. Supervise a varying number of employees in carrying out the core mission of DeCA. Responsibility will include all aspects of performance management as well as coaching and mentoring for growth and development in support of the mission. Qualifications

In accordance with the Group Coverage Qualifications Standard for General Schedule (GS) Positions under the General Coverage for Administrative and Management Positions located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0200/human-resources-management-series-0201/ Experience: One (1) year of specialized experience equivalent to the GS-12 level by the closing date of this announcement. Education may not be substituted for specialized experience. Examples of Specialized experience: Projects and studies which require analysis of interrelated issues of effectiveness, efficiency and productivity of major administrative programs. Making recommendations for decisions that involve major uncertainties with regard to the most effective approach or methodology to be applied. Judgment and originality in making decisions on whether to recommend compromises of Agency positions. Often the incumbent develops new standards, methods, and techniques. Additionally, the incumbent evaluates the impact of technological change. The work frequently involves integrating the activities of multiple IT specialty areas. Work consists of a variety of duties requiring the application of many different and unrelated processes and methods to a broad range of IT activities or to the in-depth analysis of IT issues standards development, resource management, knowledge management, resource management, and auditing. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Physical Requirement: Work is primarily sedentary with some walking and standing in conjunction with travel to attend meetings and conferences away from the work site. May carry light items such as papers, books, or small computer components. The work does not require any special physical effort Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
