The Program Specialist position serves as Healthcare Project Manager for complex health systems projects as part of the Activation Program at the Robley Rex VA Health Care System in Louisville, KY.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to, the following: Organizing, directing, evaluating, and management processes for the Medical Center's activation project efforts that includes setting qualitative and quantitative standards. Developing Medical Center policies, procedures, and resource allocations for assigned projects. Identifying and leading the development and implementing of program/project management tools, concepts, and analysis techniques such as a Work Breakdown Structure (WBS), Risk Management Plan, Performance Measurement Baselines, Integrated Master Schedule (IMS), Acquisition Plans, Earned Value Management (EVM), Life Cycle Cost Estimates, Integrated Project Teams (IPT), Change Management, Stakeholder Management, and others in order to successful manage projects from concept to completion. Formulating, advising, and coordinating Integrated Project Teams (IPTs), committees, and workgroups comprised of clinical and non-clinical specialties from all Services and other programs within the Medical Center. Serves as a Contracting Officer Representative (COR) or alternate COR for program contracts that support Medical Center clinical and administrative programs. High level coordination with internal and external stakeholders such as U.S. Army Corps of Engineers (USACE), Accreditation Organizations, Local and State Government agencies, Regulatory Agencies, and local, state, and national elected officials and representatives. Develops and provides the Medical Center executive leadership and the clinical staff information on the methods, techniques, and procedures necessary to integrate these programs into the mission of the Medical Center. Providing for the budgeting and financial management for assigned projects. This includes budget formulation, justification, and execution; financial management; and financial reporting. Providing advice to management and program personnel on budgetary and finance issues. Maintaining awareness of and information about the overall status of financial resources for the project in order to react to changing situations with timely recommendations. Researching and/or analyzing problems, issues, or project requirements related to all areas of the facility and all facets of the Medical Center. Performs other duties as assigned. Qualifications

To qualify for this position at the GS-11 grade level, you must meet one of the following requirements: SPECIALIZED EXPERIENCE: One full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience include: overall project management, producing complex analyses and written reports; organizing special committees, workshops, or other gatherings; initiating project reviews; developing or fostering cross-agency activities and serving as liaison for all partners within and external to the health care system in issues related to assigned projects. Provides for the budgeting and financial management for assigned projects, includes budget formulation, justification, and execution. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.) SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED) COMBINATION OF EXPERIENCE AND EDUCATION: You must possess an equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Physical Requirements: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The employee must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas, utility rooms, construction sites, hazardous waste sites, and other locations. For certain locations, the proper Personnel Protective Equipment (PPE) must be worn in accordance with OSHA requirements.
