You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the Contract Oversight Quality Assurance Division, Quality Assurance Department of PEARL HARBOR NSY AND IMF.
Duties
You will provide quality assurance oversight of on-site installation coordinators and contracts within the cognizance of Pearl Harbor Naval Shipyard.
You will plan, develop, organize, and administer a comprehensive contract administration quality assurance program.
You will determine quality oversight focus, intensity and frequency.
You will gather and assess various data streams to measure contractor and government quality system performance.
You will develop and conduct ships force training and in-house training services for Quality Assurance related subjects.

- You will be required to successfully complete a pre-appointment physical examination.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing skill in interpreting technical data (e.g., nondestructive testing (NDT)) to conduct quality assurance audits or surveillances of contractors' products and processes; analyzing quality data to identify negative trends or deficiencies, and recommending solutions for quality or nonconformance problems relative to the repair, maintenance, or overhaul of naval vessels.
For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing skill in interpreting technical data (e.g., nondestructive testing (NDT)) to conduct quality assurance audits or surveillances of contractors' products and processes; analyzing quality data to identify negative trends or deficiencies; and generating reports of findings relative to the repair, maintenance, or overhaul of naval vessels.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-11:
- Successful completion of a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; or
- Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; or

- A combination of experience and graduate education as described above that equates to one year of experience
For the GS-09:
- Successful completion of a master's or equivalent graduate degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; or
- Successful completion of two full years of progressively higher level graduate education leading to a master's degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; or
