About the Position: This position will be physically located in Wilmington, North Carolina (NC). Wilmington, NC is a coastal town with a population of over 150,000 located between the Cape Fear River and the Atlantic Ocean. Wilmington, NC housing availability is very good. Duties

Serves as a Program Analyst in Programs and Project Management Division. Works as a member of a project management team engaged in the performance of responsible work in connection with management, planning and coordination of the entire life cycle of projects assigned to the team. Applies a thorough knowledge of managing project schedules, budgets, and project/program management systems to assist Project and Program Managers in management and control of projects through the use of Corps electronic management tools. Support to project managers (PMs) utilizing the USACE business enterprise program, P2, which implements USACE business practices throughout the Corps. Serves as the team coordinator for inputting and maintaining technical and administrative information for the team's projects into the Corps of Engineers Financial Management System (CEFMS) and the automated Project Management System (P2). Plans and prepares numerous project related reports dealing with the financial, budgetary, manpower, and schedule execution aspects of the projects.

Requirements

  • Business Travel requirement of 5% of the time.

Specialized Experience GS-07: I have one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes : 1) Recommending solutions involving budget and/or program management; 2) identifying funding/cost deficiencies; 3) assisting with preparing and/or monitoring operating budgets; and 4) assisting with making recommendations concerning budget excess or shortfalls. OR A. 1 full year of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, Finance, or Accounting or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR B. superior academic achievement Specialized Experience GS-09: One year of specialized experience which includes inputting and maintaining technical and administrative information; and Create project activities, milestones, and resources in project management software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, Finance, or Accounting or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes developing budgetary reports and documents for assigned projects; recommending solutions to improve program efficiency and effectiveness; reviewing multi-year financial objectives and plans, identifying errors in financial data, and initiating corrective actions; and preparing an annual operating budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, Finance, or Accounting or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
