About the Position: Incumbent is assigned responsibility for advising management on the evaluation of the effectiveness of assigned program(s) which may include a variety Civil Works Military and Reimbursable Programs for the Wilmington District.
Duties
Monitor and analyzes budgets, schedules, and cost estimates for studies, projects and activities in a program. Assures that authorized funds are not exceeded; requests adjustments when necessary.
Prepare program defense for the Commander and participates in preparing the Division Commander for Congressional Hearing Testimony.
Develop special analysis and compiles data on engineering, economics, cost, program changes, trends, and similar matters regarding the Civil Works program for response to requests arising during the development, review and budget defense process
Coordinate , at a programmatic level, and oversee coherent program composed of individual actions including study/project scope, budget, schedule, cost estimates, procurement strategies, reports, etc.
Maintain close liaison with study, design, procurement, construction, real estate, operation and maintenance activities
Provide advisory services on budgetary problems of unusual difficulty and up-to-date information on planning, programming, and budgeting situations to the District Commander and higher authority upon request.
Review and analyzes execution progress for assigned studies and projects comprising of a program in conformance with authorized, approved, and funded work, including subsequent changes.
Implement, modifies, maintains, and operates management information systems such as CW-IFD, P2 and CEFMS.

Specialized Experience: One year of specialized experience which includes creating and maintaining execution schedules in an automated information system; monitoring the appropriation, allocation and expenditure of project funds; creating out-year budgets, defending budget requests, and executing current year appropriations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
