About the Position: Serves as a Program Analyst in Operations Division, responsible for assisting in the direction, formulation and execution of the Wilmington District Operations Division's Operation and Maintenance funding programs.
Duties
Responsible for data quality of information within Resident Management System (RMS).
Shall execute queries and reports necessary to ensure that data within Resident Management System is accurate and up to date.
Assess whether resources, including funds, are programmed to support budget requirements by compiling and analyzing resource data from numerous sources and programs current and projected funding requirements into annual and future budgets.
Obtain and provides operating budget input; gathers and analyzes a variety of narrative information and statistical data, as needed, in the formulation and
presentation of budget requests.
Provide purchasing guidance and support to a large, complex, diverse, and geographically dispersed organization.
Plan, administer and execute project's management programs, including budget, workforce planning, manpower, performance management, and administrative oversight.
Performs analyses of annual and multi-year fiscal planning for Operation and Management programs to establish and/or validate internal management controls.

Specialized Experience: One year of specialized experience which includes: planning, administering, and executing programs, including fund appropriation using automation systems and budget execution for multi-years, workforce management activities, and position and organization structures. Participating in the formulation of operations and maintenance (O&M) funding programs and performing program duties for projects such as lake projects/flood control structures, navigation, hydropower, lock maintenance, repair and operations, recreation, environmental stewardship, maintenance and compliance functions.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Administration Management, or Personnel Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
