About the Position: Serves as a Program Analyst in Operations Division, responsible for assisting in the direction, formulation and execution of the Wilmington District Operations Division's Operation and Maintenance (O&M) funding programs.

Duties

Prepares and processes all civil works activities for the Operations Division relating to program planning and budgeting, program and budget execution, manpower, organization management, finance and accounting, and other functions necessary. Assess whether resources, including funds, are programmed to support budget requirements by compiling and analyzing resource data from numerous sources and programs current and projected funding requirements into annual and future budgets. Obtain and provides operating budget input; gathers and analyzes a variety of narrative information and statistical data, as needed, in the formulation and presentation of budget requests. Forecasts and estimates program requirements by monitoring and tracking obligations and expenditures verifying that they occur on a timely basis recommending adjustments as needed. Performs internal management reviews for financial programs accessing effectiveness and efficiency of program goals establishing priorities of upcoming work with focus on advising management on mission impact.

Specialized Experience: One year of specialized experience which includes; formulating, analyzing, planning, administering, and executing budgets. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Administrative Management, Accounting, Management field(s) of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
