About the Position: Serves as a Management Analyst for the Program, Analysis, and Evaluations (PA&E) Division at Womack Army Medical Center, Fort Liberty, NC, involved in health care analysis for the MEDCEN. Work involves in depth knowledge of the missions, organizations, programs, regulations,planning, analysis, evaluation, and presentations of findings and recommendations for effectiveness and efficiencies.
Duties
Utilizing standard analytical techniques, methods, and tools, develops information and data sets for comprehensive reports addressing cost analysis, work measurement, efficiency, effectiveness, productivity, and tangible and intangible benefits.
Analyze data from various health care systems, such as, but not limited to, the Military Health System (MHS) Data Mart (M2), Medical Expense and Performance Reporting System (MEPRS), Composite Health Care System (CHCS).
Analyze health care and manpower data to make quantitative and qualitative evaluations of performance, patterns, trends, and variance for the preparation of narrative and statistical reports of findings.
Intermediate to advanced knowledge of Microsoft Excel, Access, and PowerPoint.
Develop data visualization documents to convey results of analytical studies to management, operating officials, and stakeholders.
Communicate frequently and regularly with stakeholders providing advice and assistance to identify and implement changes to build efficiencies, productivity, and cost assessments.
Perform follow-on analysis, visits and communications to review and ascertain implementation of identified changes.
Utilizing standard tools (Microsoft suite of tools, i.e. Excel, Access, Power BI, and Power Point).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.

Specialized Experience: One year of specialized experience which includes planning and development of studies related to health care delivery systems carried out in a medical center and a Dental Activity; experience providing comprehensive analysis of medical and administrative operations and services to support increased requirements to deliver health care services (clinical, medical and administrative) in a more efficient, effective and economical manner and experience identifying ways in which improvements in terms of efficiency, effectiveness, quality and economy can be achieved.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management or Business Administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
