This position is located in the Office of the Chief Financial Officer at the National Labor Relations Board.
The purpose of this position is to serve as the Supervisory Internal Control subject matter expert who is responsible for the planning, organizing, evaluating and overseeing various functional operations as well as managing specific projects within the OCFO and subordinate branches that significantly impact the Agency's accomplishment of its primary mission.
Duties
As a Supervisory Financial Management Specialist GS-0501-15, your typical work assignments may include:
Works closely with OCFO Directors to establish NLRB Standard Operating Procedures for the Data Act and Open Data Act requirements.
Develops and executes a comprehensive program of financial policy and financial controls.
Supervises, leads, directs, and coordinates the work of assigned staff and provide both administrative and technical guidance in support of program requirements and goals.
Oversees the Enterprise Risk Management program.
Prepares briefings, background materials, reports and other written documentation.
Identifies developmental and training needs of employees, provides or arranges for needed development and training.

IDEAL CANDIDATE STATEMENT:
The ideal candidate possesses excellent written and oral communication skills to brief high level authority. The candidate must demonstrate the ability to establish risk management frameworks, enhance internal control systems, drive performance improvement, and ensure efficient audits. The candidate has independent judgement, is flexible and adaptable to change. The ideal candidate understands different program requirements and can speak with technical authority when offering guidance/direction. Certified Public Accountant (CPA) and/or Certified Internal Auditor (CIA) certification desired.
MINIMUM QUALIFICATIONS:
To be qualified for this position, applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Supervisory Financial Management Specialist at the GS-15 grade level.
Specialized experience includes:
Experience providing financial auditing advice, guidance, and operational support to senior management; and
Experience developing documentation, conducting assessments, and testing key processes associated with financial reporting (OMB Circular A-123); and
Experience reviewing and auditing financial statements and related reports; and
Experience providing planning, oversight, remediation plans, and/or business process control reviews for the agency and/or program office.

TIME-IN-GRADE REQUIREMENT:
Applicants must meet time-in-grade requirements to be considered eligible.
One year of experience at the GS-14 grade level or equivalent grade level of federal service is required to qualify for the GS-15 grade level.
NOTE: All current Federal employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure code (1 or 2), and type of service (Competitive).
