This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-2 broadband level encompasses positions equivalent to GS-5 through GS-11; the NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
You will serve as an Administrative Officer in the Contracts Directorate (SEA 02C) of NAVSEA HQ FIELD SUPPORT.
Duties
You will carry out assignments independently using best practices, established principles, and various concepts, guidelines, methodologies, and databases contained in program guidelines and policies to ensure organizational compliance.
You will assist management with workforce planning, position management, performance management, training and development, facilities management, timekeeping, succession planning, awards and recognition, and temporary duty travel.
You will analyze the requirements of the workforce to participate in the establishment of short and long range plans.
You will recommend the need for modification or establishment of new organizational policies, procedures, and instructions.
You will implement assigned programs to meet organizational objectives issued by leadership.
You will recommend and implement appropriate organizational strategies, procedures, and processes for effective administration and compliance with corporate operations policies and procedures.
You will participate in developing vacancy announcements, assist in the interview process, conduct reference checks, and select applicants for vacant positions per management's direction.
You will serve as an organizational representative on study groups and panels concerned with the identification and resolution of identified problems and issues and the modification or development of select administrative policies and procedures.
You will conduct presentations and briefings to senior leadership on select topics or program areas.
You will interpret policies and directives for application.
You will provide advice, counsel, and/or instructions to personnel on both project-related work and administrative matters.

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
TO QUALIFY FOR NH-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 broadband level (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of administrative management principles to support an organization's operations.
TO QUALIFY FOR NH-2: Your resume must demonstrate at least three years of general experience, one year of which was equivalent to at least the GS-4 level in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to (1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

Education
TO QUALIFY FOR NH-2: Education may be substituted for general experience as follows:
- Successful completion of a full four-year course of study leading to a bachelor's degree; OR
- A combination of experience and education as described above that equates to one year of experience.
There are no authorized education substitutions to qualify for this position at the NH-3 grade level.
