You will serve as the Branch Manager of Calibration Branch (GXPR), in Strategic Systems Guidance, Navigation, & Control Division (GXP), of Global Deterrence and Defense Department (GX) for NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

You will lead the branch in management processes including management review, continuous improvement program, metrics, independent audits, internal assessments, corrective action management and reporting. You will develop strategy and vision for the Branch to support programs/policies and are responsible for task execution. You will promote and communicate NAVSEA Warfare Center Transformation Initiatives. You will maintain the Calibration Lab Service Cost Center's financial stability. You will ensure adherence to compliance areas such as Safety, Environmental, and Security. You will provides positive leadership as a role model to workforce and support Equal Employment Opportunity (EEO) principles and Diversity initiatives. You will communicate up, down, and across the chain of command, and with outside organizations, sponsors and business partners. You will be responsible for understanding the rules and regulations of the Government Purchase Card program, for ensuring proper purchase card use, and for taking prompt and effective administrative and disciplinary corrective actions when warranted.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12) in the federal service or equivalent experience in the private or public sector providing leadership or management of programs to ensure development of the workforce, effective execution of workload, and quality of support and services to assigned customers.
