You will serve as a FINANCIAL MANAGEMENT ANALYST in the Data Analytics Branch of the Comptroller Directorate (SEA 01) of NAVSEA HQ FIELD SUPPORT.

Duties

You will serve as a main (SEA 01) Point of Contact with Enterprise Data Warehouse (EDW) and Advanced Analytics (ADVANA) Jupiter to ensure data integrity and new product development. You will analyze budgets and financial information to provide Senior Leadership with high level reports including Corporate Board Metrics, Presidents Budget Controls, etc. You will lead the development and implementation of standard appropriation financial execution and budget reports and tools required for (SEA 01) customers. You will study current (SEA 01) processes; recommend process improvement, or develop new procedures, and lead implementation of standard processes and automated solutions across (SEA 01). You will present cohesive and thorough data-driving insights and recommendations to leadership to support strategic financial project decisions. You will prepare and ensure the proper upload of cross appropriation products to include but not limited to BOCs submission, Obligation/Expenditure Plans, Congressional Appeals, special budget exhibits, etc. You will analyze financial budget and execution data and the applicable laws and guidance.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector, performing financial management analysis (e.g., budget formulation, monitoring obligations and expenditures, evaluating financial procedures, or interpreting budgetary policies and practices) to develop or implement process improvements for an organization.
