You will serve as a GLOBAL FORCE MANAGEMENT SPECIALIST in the FORCE DEPLOYMENT BRANCH of COMMANDER US FLEET FORCES COMMAND.
Duties
You will develop recommended Navy sourcing strategies and solutions to satisfy requirements for forces as requested by worldwide combatant commanders and validated by the Chairman of the Joint Chiefs of Staff.
You will prepare draft orders for authorized Navy tasking to support joint operations, and by direction of Commander, U.S Fleet Forces for non-joint operational deployments.
You will review draft directives from combatant commands, service higher headquarters, and adjacent navy component commands.
You will deliver to the authorized release authority ready to release orders in proper operational orders message format.
You will utilize the most current volume of the Chairman of the Joint Chiefs of Staff (CJCS) Joint Operation Planning and Execution System (JOPES) manual.
You will review draft orders, briefs, manuals, and other documents related to operational orders and force deployment.
You will develop In-Lieu-Of (ILO) sourcing solutions to support combatant commander requirements that cannot be filled by standard unit sourcing.
You will review and recommend changes to fleet and expeditionary unit and ad hoc LOGBOOK responses to Joint Staff.
You will represent US Fleet Forces at meetings and conferences as required to coordinate sourcing proposals, planning, and deployments in support of Joint Staff and combatant commanders force requests.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Incumbent may be required to remain at work outside normally scheduled hours and on weekends or holidays and work overtime for extended periods during periods of crisis action.
Qualifications
To qualify for the GLOBAL FORCE MANAGEMENT SPECIALIST, GS-0301-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience serving as the principal staff authority for promulgation of operational orders for the deployment of Navy forces in accordance with the Secretary of Defense Orders Book (SDOB) and the Global Force Management Allocation Plan (GFMAP).
Experience coordinating with Joint Staff, OPNAV, Navy component commands, and the US Fleet Forces staffs to determine force availability, operational risks, and institutional risks in order to provide the chain of command with the best comprehensive Navy solutions to meet combatant commander requirements for Navy forces.
Experience developing strategic options for all aspects of the Optimized Fleet Response Plan (OFRP) to include surge, Foreign Disaster Relief (FDR), Defense Support of Civil Authorities (DSCA), and emergent requirements in support of Chief of Naval Operation's Maritime Strategy, Maritime Security, and Homeland Defense.
Experience developing the annual rotational input to the Global Force Management Allocation Plan (GFMAP) including PLANORD development, assignment of unit sourcing requests to Navy component commands, Navy staffs, and US Fleet Forces subordinate commands.
Experience coordinating Navy force integration into the GFM construct to include staffing and review of capstone documents, and staffing of Navy force assignment, apportionment, and contingency sourcing in support of combatant commander operational planning.
Experience providing subject matter expert support to the Maritime Operations Directorate to include the Maritime Operations Center within US Fleet Forces Command on operational orders writing contents, format and processes as required.
Experience producing effective oral presentations and presenting written communication recommendations and solutions regarding complex issues in addition to the preparation of orders, reports, staffing packages and proposals to military and civilian personnel up to senior flag officer level or senior executive service civilian equivalent.
