You will serve as a Program Coordinator (POM) in the Center for Naval Aviation Technical Training (CNATT) of CTR FOR AVIATION TECHNL TRNG.

Duties

You will advise on policy, planning, programming, budgeting, and execution of resources and manpower for the organization. You will develop strategies for achieving organizational program objectives. You will oversee development of program requirements to ensure adequate resources are identified through the Planning, Programming, Budgeting and Execution (PPBE) process. You will develop acquisition strategies for components of a training system. You will evaluate training technologies to introduce cost-effective technology into an organization.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field L Level I. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Gathering, analyzing, and/or evaluating data concerning military, civilian and contractor manpower, to support aviation technical training; 2) Developing project papers and decision briefs that translate complex issues into quantifiable and clear conclusions for decision making; 3) Evaluating the impact of new technologies on current systems and policies for a department; and 4) Developing implementation plans that consider personnel, budget, manpower, and other management requirements.
