Duties
Manages day-to-day operations of the practice, scope of responsibility includes access management, business planning, personnel/resource management, safety, compliance, training, customer service, information management and analytics.
Works collaboratively with nursing and clinical leads in areas of population health, practice management, and clinical practice to ensure delivery of comprehensive, continuous, coordinated care consistent with the practice.
Manages business operations for a complex, multi-faceted medical practice; provides guidance to, and answers inquiries concerning the interpretation and application of regulations and policies.
Applies an advanced knowledge of healthcare administration and business practices to maximize practice performance for enrollment, access, and workload in support of the organization performance plan goals
Ensures that panel sizes, clinician availability, appointing rules and algorithms, appointing templates and schedules are coordinated and optimized.
Serves as action officer between clinics personnel and the parent MTF pertaining to all aspects of civilian personnel management, reorganization, organization structuring, position management, and manpower utilization.
Ensures services maintains compliance with Joint Commission (TJC) ambulatory care standards for accreditation and Patient Centered Medical Home (PCMH) standards for certification promoting consistent delivery of quality and safe health care.
Participates in interviews, selection, and on-boarding of employees; advises leadership on civilian personnel matters such as promotions, performance evaluations, awards, disciplinary actions, and employee grievances.
Provides first level supervision to administrative staff; develops performance plans, evaluates work performance of subordinates, investigates and/or hears employee grievances or serious complaints and implements or recommends appropriate action.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption
- A pre-placement medical examination is required.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position

Basic Requirements for Supervisory Health Systems Specialist:
Specialized Experience: One year of specialized experience which includes developing plans or programs to improve access to care for patients; assigning and/or distributing workloads; and utilizing medical databases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
