The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to HQ AFGSC/A1MH.
Duties
Plans, organizes, and directs the activities of HQ AFGSC/A1MH, Management Engineering Branch, ensuring that Management Engineering Branch complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate Management Engineering, Requirements, and Programs Branch objectives. Conducts command wide studies and evaluations of base closure actions and provide recommendations to attain AFGSC program goals and objectives. Researches, organizes, and validates all data, facts and other pertinent information associated with current and projected management engineering actions.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases.
Represents HQ AFGSC/A1MH with a variety of installation and functional area organizations. Determines the best utilization of the Command's resources (monetary, physical and human) to serve mission needs and the military community, consistent with labor laws, fiscal laws and procurement regulations. Establishes, develops, and maintains effective working relationships with DoD, HQ USAF, MAJCOMs, AFPC, Wings, and AFGSC Staff. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves problems that arise.
Provides complex management engineering services in the areas of program cost analysis, annual/multiyear/ long range fiscal planning (e.g., Quadrennial Defense Review (QDR), Defense Planning Guidance (DPG) and Integrated Priority Lists (IPL), and Strategic Alignment and Deployment (SA&D)) for organization(s) whose operations are interrelated and for planning and programming decisions. Analyzes complex planning documents to derive strategic guidance related to missions in the AFGSC theater. Works with USSTRATCOM, HQ USAF/A1MP, HQ AFGSC Staff and Installation leaders to identify potential performance gaps.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes planning and scheduling work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development to include the ability to analyze problems, identify significant factors, gather and interpret pertinent data, and apply established rules and procedures in order to recommend effective solutions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance and policy.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Knowledge of mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations.
6. Ability to analyze problems, identify significant factors, gather and interpret pertinent data, and apply established rules and procedures in order to recommend effective solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDTIONS OF EMPLOYMENT:
This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment. This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.
