The primary purpose of this position is to serve as the Air Force Medical Services' (AFMS) Centralized Credentials Quality Assurance System (CCQAS) database administrator and technical and functional CCQAS advisor for the Air Force medical treatment facilities (MTFs) worldwide and the Air Reserve Components units.

Duties

Provides CCQAS database administrator support to the AFMS. Provides technical assistance and oversight to the end users within the field for credentialing and privileging application and the documentation of risk management activities. Reviews, analyzes, and extracts data from the CCQAS and other databases to resolve data quality issues. Maintains AFMRA Operational Quality Element webpage using approved AFMS web based document management applications to provide resources and toolkits for the end users.

  • May be required to travel on military or commercial aircraft to attend conferences, meetings or conduct staff assistance visits to medical treatment facilities
  • Bachelor’s degree in Quality Systems Management; Computer Science; Hospital, Health Care, or Business Administration; Management; Clinical or Health Systems Engineering, is highly desired
  • Previous experience providing oversight and consultation to individuals with varied experience is highly desirable
  • Must obtain and maintain a SECRET security clearance
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and Administrative and Management Positions. GS-0671 Health System Administration Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes database administration and understanding the components of the clinical quality management program, such as the credentialing and privileging requirements and risk management processes to include military instructions, civilian accreditation agencies' standards and guidelines, public law, DoD directives, and state laws pertaining to medical staff issues, risk management processes and their impact on policies governing clinical quality management and procedures throughout medical services. Knowledge of the healthcare service field to include the role and responsibilities of the military medical service organization, medical activities missions and responsibilities relative to health services and systems, health-related operating programs and departmental and program interrelationships, organizational structure, interoffice relationships, personnel, and continued objectives of medical activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of CCQAS and the ability to conduct end user troubleshooting, validation testing and problem resolution. Ability to work with other automated systems, programming, computer databases, and spreadsheets to monitor, extract, troubleshoot and analyze data to provide recommendations and problem solve based on complex and diverse data related to AFMS credentialing and privileging, adverse privileging and practice actions and risk management processes, obtain printouts and reports, and design system interfaces to ensure data quality. Knowledge of the missions, organizations, programs, and requirements of the healthcare delivery system and the relationships of Clinical Quality Management within the AFMS to support the strategic plan and promote safe healthcare. Knowledge and skill in applying analytical and evaluative methods and techniques to issues related to the efficient and effectiveness of program operations performed by administrative, technical or professional personnel and civilian providers. Knowledge of regulations and standards of accreditation and regulatory agencies and directives including requirements for credentialing and privileging; adverse privileging/practice actions due process; and risk management programs promulgated by civilian accreditation agencies, Department of Defense Health Affairs, and the AFMS. Knowledge of credentialing requirements and verification sources associated regulatory guidance, individual state medical boards, national medical certifying boards, and other agency requirements regarding licensing and certification. Skilled in verbal and written communication; required to provide training and assistance to end users; required for technical reports, official correspondence, policy development, formal briefs and work collaboratively as a team. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
